Add metadata to namespaces

With this patch the Authz operator populates the following new labels on the namespaces:

      lifecycle.webservices.cern.ch/cernDepartment: IT
      lifecycle.webservices.cern.ch/cernGroup: PW

This will help us track usage of cluster resources.
