AthenaMT fix for retrieving condition objects from time-indexed COOL folders (ATEAM-415) · 16701daa

When COOL folder is indexed by time, then the time is represented in nanoseconds.
CondInputLoader and IOVSvc were fixed such that nanoseconds are now taken into account.
