Change so that b-jet triggers use a jet hypo with |eta|<2.9 by default. · 11dfe0ad

Changes to do this:
- SignatureDicts: Added 0eta290 as valid option for jet chain etaRange. Added a bJetChainParts_Default, which is used to store defaults for b-jet chains that are different to jet chains.
- Added some new code into DictFromChainName so that the properties of b-jet chains are updated with the b-jet defaults.
- Updated reference files (different feature counts for b-jet chains due to the change in eta cut)
