TriggerMenuMT: remove TriggerMenu dependency and cleanup 

Remove dependency on the old TriggerMenu package. Make a copy of
`TriggerTypeDefRun1.py`. Delete unused `ItemDefRun1.py`.

Other cleanup:
- Delete unused `testMenuMT.sh`, `trigermenuMT_test.py`,
  `generateMenuMT.py`.
- Delete `generateMT.py` and instead inline the flags in
  `test_HLTmenu.sh`.
- Move `flake8` checking to build stage.
