Remove obsolete HepPoint3D_p1 and cleanup TrkEventTPCnv dictionary 

There is no trace of actually using HepPoint3D_p1 in the last 10 years.
HIPixelTrackletsCollection_tlp1 was defined wrong, so effectively it was
not using HepPoint3D_p1 either - and this package is not compiled now.

Moved some old classes to TrkEventTPCnvOLDDict and created a separate
header for it.
