PyUtils: Delete scripts to create package 

Delete `cmake.newanalysisalg`, `cmake.newpkg`, `cmake_newskeleton` and
`cmt_newjobo` helper commands. They were outdated and not clear anybody
is using them. If yes, they can be updated/resurrected.

Fixes ATLASG-1414.
