First changes to new style

Initial test structure. Update EventStore flags to Legacy.

CSC name updates and test tweaks towards working.

Update tests to parity attempting to run on the default hits test file. Switch to returning ComponentAccumulators containing private tools rather than returning tuple.

Add comments for future progress

Convert to PrivateTools features for ComponentAccumulator. Introduce algorithm methods for non-overlay mode. Convert tests to non-overlay. Fix permissions for tests.

Tidy up whitespace and comments in _test.py files.

Configure special configuration in the MDT test.

Add special configuration file to TestDefaults. Move getSpecialConfiguration to DigitizationConfigFlags, update test.

Clean __init__ comments and remove a .merge in tests
