Added BeamEffectsAlgConfig.py which has new style

BeamEffectsAlgConfig.py is new component accumulator syntax form of
BeamEffectsConfig.py. This will ultimately have the same function: To
do: add the tools and functionality.

The CmakeLists.txt file has been updated so that the .py file is tested
when athena is built.
