SCT_Cabling: Fix test.

Use CompFactory to create SCT_CablingTool.  Otherwise, the algorithm's
ToolHandle doesn't get initialized properly.

Fixes the test in this package, which has been failing without anyone
noticing because it doesn't do a reference file comparison.
