Initialize m_lumiBlockMuTool with a default value in EMPIDTools.

Also make failure to retrieve the tool when the boolean controlling
it requires it an actual failure, since the previous way of failing
silently can let configuration errors slip by unnoticed. Also
removed any explict configuring of this value in the trigger configurations.
