Add setting to always run the IDTrigger RTT post-processing

Because of the failure to fix the xrootd issue in the master git
branch over the last THREE WEEKS, adding the <alwaysRunPostProc/>
option to try to ignore the athena return status code and force
the subsequent post processing.
