Addition of first attempt at moving TrackBuilding to the new configuration 

- Removed deprecated config flag
- Moved common tool configuration into new MuonRecToolsConfig.py (and removed this from MuonSegmentFindingConfig.py)
- Added a lot of new configuration to MuonTrackBuildingConfig.py
- Added TrackBuilding to MuonReconstructionConfig.py
