Fix ATLASRECTS-3489 (SCT_Monitoring-00-06-80) 

	* Fix ATLASRECTS-3489 by using EventInfo (xAOD::EventInfo_v1)
	  instead of ByteStreamEventInfo (EventInfo) in src/SCTErrMonTool.cxx.
        * Update CMakeLists.txt to use xAODEventInfo.
	* Update cmt/requirements to use xAODEventInfo and fix compilation warnings.
	* tag as SCT_Monitoring-00-06-80
