IOVSvc: Get conditionsRun from EventContext.

Changing to get conditionsRun from the EventContext rather than trying
to look it up in StoreGate.

Make this change in CondInputLoader.  Also, IOVSvcTool::handle needs
to pass the event context to signalBeginRun.
