At the same time, since the new tag uses LCG_97apython3_ATLAS_1 by default
for all LCG based projects, removed the overrides from the build_externals.sh
scripts of all projects for forcing the usage of LCG_97a_ATLAS_1.

Also updated the Athena configuration to use the TDAQ installations compatible
with Python 3 instead of Python 2.7, and removed the NumPy environment setup
from the project. Since with LCG_97a we don't need that anymore.

there was a race condition that i don't fully understand. Since the
multithreading is not really needed, i just dropped it.

At the same time updated how AthGeneration and Athena would set up
the usage of flake8_atlas during the build.

Also added a pre-configuration file to AthGeneration to make sure that
when we build a package against an AthGeneration nightly/release, by
default that build would use the same flake8_atlas settings as the
underlying nightly/release.

In order to fix the behaviour of FindCLHEP.cmake for LCG_97+.

1 ATLAS mm == 1 Acts mm, so no actual conversion is required, but just
to make it explicit, I added the conversion factors.

Another attempt at fixing the `flake8` installation adding `mccabe` and
`backports` as explicit RPM dependencies.
