Update the runStopRun test with two changes:
* disable cost monitoring
* instead of adding a new RootComp step, replace the existing one which wasn't needed

Extra small fix in TrigValSteering.CheckSteps was also needed for the latter change to work.

Add a `PyStep` class that allows to implement Python-only "steps" via
a user-defined function.

Fix: decode bytes from subprocess.check_output to string
Improvements:
* drop LCG96 workaround
* catch exception when killing process or producing backtrace

Sort log file names by modification time before merging them. This is
useful e.g. for athenaHLT child logs in the stop/start tests to make
sure the merged log file is in the proper time order.

Adapt tests which required RegTest to add it manually.
All other tests will no longer run RegTest.

The three properties were being set in configure() overriding any user-set values.
Change the default to None and only override in configure() if the values are not set.

Define common handling of the case when OH monitoring is used and adapt the affected tests.

Make the HistMerge step print a warning and exit if input files don't exist.

 - iterator/list issues
