If we haven't set up the CablingMap folders, then PixelCablingCondAlg
shouldn't depend on them.  (This is for the old configuration; the new
configuration should be ok.)

Configure PixelTDAQCondAlg with empty read key when offline. Remove hack dealing with the old dangling dependency

Clear out input keys for PixelDCSCondStateAlg and PixelDCSCondStatusAlg
if we're not going to use them.

 - Don't configure PixelHitDiscCnfgAlg if it's input is not also configured.
 - /PIXEL/CablingMap is only on CONDBR2, not COMP200.

- Use a PRD-to-track map rather than the PRD_AssociationTool which conains a PRD-to-track map
  internally. This is needed to resolve ATLASRECTS-5005.
- Made all methods const.
- The score processor does not create track copies anymore, thus PRD-to-track maps stay valid for
  scored tracks.
- The ambiguity processors now use a helper class which manages the new and original tracks i.e.
  tracks with mixed ownership, and creates track copies only for the final track collection if
  necessary.
- Moved debug ntuple code of simple ambiguity processor to a new derived class, to improve the
  readability.

Replaced beginRun() with a CondAlg calculating the average T0. Replaced TRT_CalDbSvc with TRT_CalDbTool. Reduced memory use for the Event Phase.

Made CondAlgs non-reentrant. Removed unneccessary ServiceHandles to DetectorStore. Changed a variable name from ..WriteKey to ..ReadKey. Replaced a condition on EvtMax in the conditions access config.
