There should be no need to expose the header of the FileMetaDataTool to
other packages, it can be treated as a component and called through its
interface. Remove some unneeded headers. Enable checking for thread
safety.

D3PDs are no longer used for the inner detector. Besides, this packages
was already disabled in the build for a long time.

TAG files are no longer being produced. Delete this obsolete e/gamma TAG
maker and code referencing it.

Delete unused HSG5DPDUtils package that was already disabled in the
build since a long time. Also delete a few related files in other
packages that reference this package and are clearly obsolete.
