Updating the MuiErrorOptimisationTool configuration to actually configure the optimisation tool, and enabling the error optimisation in the trigger. Setting the alignment errors off for the refit tool for the moment as nothing is producing the alignment error data.

Remove the following unused `TriggerFlags`:
- doHLTpersistency
- readLVL1Calo
- readLVL1Muon
- disableRandomPrescale
- useOfflineSpacePoints
- doNtuple
- abortOnConfigurationError

`doLVL2` and `doEF` were used during Run-1 to configure the two-level
HLT. This has not been supported since a long time and was replaced by a
single `doHLT` flag. Adjust relevant python fragments.

* Improve slightly the logic, formatting and logging of the auto-configuration
method for the flag Trigger.EDMDecodingVersion.
* Improve and enable the unit test for this method.

Add `forceConditions` modifier to be used with preloaded data in a
partition. This forces all conditions folders to the run from the input
file except the HLT prescale folder, which is needed to change prescales
in a partition.

Fixes ATR-22143.

Add a few explicit `str` conversions for DataHandles.

* Rename "sampling period" property to "monitoring interval" because the service does not collect samples but takes snapshots in fixed intervals
* Change default interval to 100 ms
* Add new histograms with variables divided by number of slots
* Improve python configuration to allow more options steered by ConfigFlags
* Enable SchedulerMonSvc by default in runHLT_standalone job options (for athenaHLT)
