Add a new algorithm (CondWriterExtAlg) that runs a python script on a
configurable LB to update an sqlite file with conditions data. This is a
test-case for conditions updates during runtime as needed e.g. by the
HLT.

Usage: athena.py DataModelRunTests/CondReadWrite_jo.py
