Update ApplyPrescale function to TMMT version of chain dictionary to overwrite default prescale for specific prescale sets

-missed changes to use generateJSON HLTPrescleJSON
-removed debugging print statement

Continue addition of combohypos to newJO menu generation. Also add
combohypos to cf and also partially to df. Integration will be
continued.
