Replace LabelIndex with PseudoJetContainer. Update of TrigHLTJetRec to migrate from LabelIndex with PseudoJetContainer

In IsoGetter.py, the useVertices variable was only defined if eflow 
was enabled.  The last change introduced a test on useVertices, which
was crashing in the case where eflow is disabled.  Fixed.

We don't have vertices for cosmic runs, so TrackIsolationTool should not
be looking for them in that case.

Now the same aux variables are created, though the values are not yet identical.

  * We deprecated use of this tool because the four-vector corrections
    and charged hadron subtraction were moved to the CorrectPFOTool and
    ChargedHadronSubtractionTool respectively.
  * However, for some subtle jet/MET reasons, we need to select charged PFOs
    with slightly different criteria from those used for other constituents.
  * So we need to use PFlowPseudoJetGetter after all.

Added a flag to turn off muon isolation (both in the isolation alg side
and in the MuonTagTool which expects the isolation variables to be filled).
This is so that the isolation can temporarily be switched off as we migrate
the muon algorithms to use data handles, which will currently cause some problems
since the isolation tools are not yet migrated. Once the isolation tools have
also been migrated, the muon isolation can be switched back on.
