Add configuration for merging EVNT_TR files

`beginRun()` is deprecated. For jobs processing only one run at a time,
the code can be moved to `start()`.

Fix failing test.

 - Prefer preincrement to postincrement for iterators.
 - Pass strings by const reference, not by value.
 - Uninitialized class members.
 - Prefer initializing members in an initialization list.
 

Update the syntax to current standards and set them to be clonable.
This is a step towards dropping the individual Algorithms and just use
a common Algorithm for running a single PileUpTool.

clang warnings:
  - missing override/virtual keywords.
  - infinite recursion.
  

Added these to G4AtlasToolsConfigNew - which has been configured for
inner detector and LAr so far

Don't be sensitive to ordering of finalize() messages.
