This reverts merge request !38137

`doLVL2` and `doEF` were used during Run-1 to configure the two-level
HLT. This has not been supported since a long time and was replaced by a
single `doHLT` flag. Adjust relevant python fragments.

Update ApplyPrescale function to TMMT version of chain dictionary to overwrite default prescale for specific prescale sets

Move applyPrescale to MenuPrescaleConfig and cleanup of other non-used MenuUtil functions

* remove path resolution from one more place in python
* move path resolution in C++ to base class ConfigSvcBase to avoid
  modification of property and code duplication
