Fix default value for the `--sortLabels` option (ATR-21786).

Run flake8 on all python modules and scripts in the package. Delete
obsolete trigslimval.py (ATR-20090).

Add `--sortLabels` option to rootcomp to sort alphanumeric axes before
comparing them. Since this operation is slow make this an option. In
most cases this should not be needed when histograms are filled
deterministically but can be useful in MP/MT-type scenarios (see e.g.
ATR-21755).

`rootmonitor` was used to monitor quantities across nightly builds. This
no longer works since the migration from ATN to ART.

- Timing histograms start with "TIME_" in run-3
- python3 cleanup
