first version of MT-compliant BunchCrossingCondData and BunchCrossingCondAlg (to replace the BunchCrossingTool)

LuminosityCondData uses mixed IOVs.
Properly handle the case of missing luminosity.
cf. ATLASRECTS-5159.

A couple bugfixes for the new-style luminosity configuration.

Remove obsolete LuminosityTool and other associated files.
Migrate test class to conditions algorithm.

Add a conditions algorithm version of TrigLivefractionTool.

Add a conditions algorithm version of LuminosityTool.

Implement the LB duration calculation from LuminosityTool
as a conditions algorithm.

access to files on eos where the hostname is specified as "eosatlas"
only works from within the cern.ch network. The full domain name needs
to be specified to enable access from sites outside of cern, ie
eosatlas.cern.ch
