The qualifier present in the type for the static_cast generates a
compiler warning. Remove the const classifier as it is troublesome and
unnecessary.

update gen_tf.py and skel.GENtoEVGEN.py to include the most recent modifications introduced for rel. 21.6

In the EVNT -> EVNT workflows where the run number needs adjusting, the
MC channel number requires the same correction. This will later propogte
into EventInfo clients such as xAOD::EventInfo, EventStreamInfo, and
FileMetaData.

Calling `setProperties` is deprecated and properties are being set
already in the base class `sysInitialize` method. So there is no need
for this call.

This tool runs during derivation and adds Higgs STXS truth information to the AOD.
To run it requires the TruthConverters package that was not yet in the release.
Additionally I had to make a couple of modifications to the HiggsTruthCategoryTool which is only used by this tool.
I was able to successfully run on a Higgs AOD with this enabled as part of PHYS and the results looked reasonable.

struct/class consistency.

Missing find_package for Boost.

This way the C++ code would know when to use either HepMC 2 or 3 during
the build...

Fix bug introduced in the flake8 cleanup (!38139).
