Make code flake8 compliant. Delete unused and broken
`getFastShowerCellBuilderTool` method.

`doLVL2` and `doEF` were used during Run-1 to configure the two-level
HLT. This has not been supported since a long time and was replaced by a
single `doHLT` flag. Adjust relevant python fragments.

AdditionalConfigNew.py:
	- replaced some EXISTING functions/imports with new configuration ones
	- dead link fix (atlas -> athena)
	- comment out function which is called nowhere

ISF_FastCaloSimParametrizationConfigNew.py
	- fix typos
	- fix an algorithm treatment

 - Prefer preincrement(decrement) to postincrement for user iterators.
 - Prefer starts_with to find()==0.
 

Make ref file comparison for FastShowerCellBuilderTool more selective.
Fixes test failure in master.

Make Configurable dump consistent between py2 and py3.

Add missing installed libraries for interfaces and adapt other packages to use
interface libraries.

Don't build the same sources into more than one library.

In test comparison, ignore some magfield messages.
