Initial python3 port.  Not yet trying to get everything working; only what's
needed for basic athena/configuration jobs.

For unclear (yet) reason that object was breaking RDO merging
as discussed in https://its.cern.ch/jira/browse/ATLPHYSVAL-606
That object was not needed in the output.

Build the event info attribute list by default

The code to enable input dependencies for AthenaOutputStream relied
on RecExConfig; however, that package is not available in all builds
(such as AthConfiguration).  Be tolerant of this.

In OutputStreamAthenaPool.createOutputStream, fill in the TransientItems
property of AthenaOutputStream from objKeyStore.
This is to allow AthenaOutputStream to declare input dependencies.
