The Pedestal conditions were being called Pedestal in data conditions
and LArPedistal in MC conditions.  This was causing problems when
we tried to extend to conditions handles.  Try to uniformly use
LArPedestal as the SG key.

LAr conditions setup was failing for run 1, where we didn't have
flat conditions.  Try to make work now for all cases.

There are still some components that access conditions directly,
not using a conditions handle.  For those cases, we still need
to keep LArFlatConditionsSvc alive.  Once those are gone,
we can remove it.

	  - For run 2, always load /LAR/ElecCalibFlat/HVScaleCorr because it's nowadays also needed by
	    the CaloNoiseToolDB (to rescale the noise automatically)
	  - This fixed bug ATLASRECTS-2101
