`IJobOptionsSvc` is deprecated and this code is not used anywhere.

The two classes are functionally quite identical, so this is mostly a
straightforward string replacement, with a couple of manual fixes.

Delete unused AddVarAlg+Tool, ParticleCombinerAlg+Tool,
ParticleSortingAlg+Tool. These depend on the deprecated `IJobOptionsSvc`
interface. If these algorithms turn out to be useful they can be
resurrected and migrated.

Also delete unused `MergeContainers.py` and cleanup cmake configuration.

Library dependency fixes.

The `beginRun` method is deprecated. One-time initializations before the event loop
need to be done in `start`.

For ParticleSelectionAlg, the SelectionToolList and SelectionWithPVTooList
properties are not used anywhere in the repository; furthermore, they rely
on interfaces marked as deprecated.  Remove them.

clang warning: unused lambda capture.

Migration to cppyy, removal in some places where it is apparently not
needed.  Some packages modified might have been broken anyhow since the
ROOT6 migration - if they happen to be still in use, they will need
extra work to fix.
