Now that all ATLAS `G4UserAction` Tools have been migrated to the
`UserActionToolBase` base class. The calls to add optional user
actions to the job configuration can be further simplified. See
ATLASSIM-3569.

The configuration of the `MonopoleLooperKiller` missed being updated
in the last update of the configuration syntax of `G4UserActions`.
This means that monopole simulation jobs fail in 21.0.37.
This commit updates the syntax such that the jobs should now succeed.
Should fix ATLASSIM-3440.

Running with TightMuonStepping switched on is not compatible with
Monopole simulation. No need to use specialized equation of motion
and stepper for Qball simulation. Part of fixes for ATLASSIM-3251.

Monopole and Qball simulation jobs had not been tested for a while.
Production tests in 20.3.7.3 revealed a number of configuration issues.
These are fixed by the changes in this commit. See ATLASSIM-3251.
There are still some run-time issues for Monopole simulation jobs,
which are being followed up on the above ticket.
