reduce the fake rate of the trigger tracking reconstruction by rejecting tracks with more than 2 holes

implement extra cut levels in the InDetTrigTrackingCuts and switch to
the level 12 - next levels will be studied/adjusted in the qualification task
of Zuchen

simplify initialization of ID code and make it consistent between runHLT_standalone and offline linejO
