Restrict the use of egroups with posting restrictions to their owners and admins only

To avoid bypassing posting restrictions on egroups: adding an egroup as member of a channel will check if that egroup has posting restirctions, and if it's the case only people listed in these restrictions will be authorized to add them to a channel (plus their owners and admins).
