Investigate support for username None

2 weeks ago we added support for uncofirmed entities which raised a discussion on users without username - eg email only: Ticket

Handle username none in routing -
- validate we respect unsubscribed
- validate we match to emails on our system -
- emails coming from target
- email alias - does backend handles it? ie if backend maps from ldap no futher action needed
- lightweight - does backend handles it? ie if backend maps from grappa email no futher action needed
- emails coming from grappa groups
- is it possible an email alias coming from group members?
- lightweight account from group members?
- unconfirmed identities coming from groups? do we need to map to anything? validate we respect unsubscribed
- if any of the last 3 are true we probably need to try to get from grappa and after from ldap to match user email address and username, if no match validate against unsubscribed users to check users that never logged in
