[Multiple daily feed time options] Configure daily feed job from runtime

Merged Carina Antunes requested to merge job-multiple-time-options into master

Currently job will run at 9am, 1pm, 5pm and 21pm.

Changes:

  • Configure DAILY_FEED_TIME from job runtime
