Docker image built: gitlab-registry.cern.ch/push-notifications/web-portal:dev-214-bump-node-version

Deployed locally seems to work. Missing checking to deploy on a PaaS test project, can anyone try it?

node-sass-chokidar is not longer support (https://www.npmjs.com/package/node-sass-chokidar) so it's replaced by sass https://www.npmjs.com/package/sass (this was one of the problems of upgrading the version)
