merge scdaq with the 'unpacker' i.e ugmt-data-formatter

Can we put ugmt-data-formatter inside the scdaq repo, they share header files and it would be useful to keep them together so that they are more easily kept consistent and up-to-date.

I have some more local changes that I am cleaning up and can then make a merge request to add them here, does that work for everybody?
