Wrong ternary operator usage

There is a typo here https://gitlab.cern.ch/scouting-demonstrator/scdaq/-/blob/main/src/config.h#L163 This is causing scdaq to always pick up the cmsswHeaders mode

Edit: apparently it's everywhere in the config.h

Fixed in !64 (merged)
