Stop clearing our caches

Dinyar Rabady requested to merge dinyar-dont-drop-caches into vcu128-commissioning-fixEoR

With the move to TCP/IP we probably don't need to drop our caches anymore. The only reason one might still need this is for BRIL scouting, would be interesting to know if it is indeed needed.
