Use new config file from RPM by default

With this MR we'll use scdaq.conf from the RPM if it's been changed instead of keeping the locally changed version. We had discussed that we want this in the past, but it was forgotten. It'll also be more useful after !25 (merged) is merged because this will cause a clear failure if a configuration option is present but not set.
