Add boost1.78 to requirements

Dinyar Rabady requested to merge dinyar-add-boost-dependency into vcu128-commissioning-fixEoR

We require boost to run this version of SCDAQ, this commit adds that dependency to the RPM so that it's automatically installed on any machine where we run SCDAQ. This works at P5 (on RHEL8 machines), but I haven't tested it anywhere else. I'm also not certain if we could get away with a more specific package.
