Remove .encode("utf-8") workaround from vcu128 module after moving machines at P5 and test setup to RHEL8
This is a workaround needed by the fact that with cc7 machines, the cmsos packages are at version 14, which has only python2 bindings. For scone, we use python 3 and I had to manually build pyhal from cmsos 15 in order to have python3 bindings. The built library, though requires to add .encode("utf-8")
to every register name string when calling read/write.
This will not needed anymore when we will move to RHEL8 all test setup and control machines at P5. In this case, we would have cmsos 15, which has python3 bindings
