Integration of vcu128_bmtf_tcp firmware in multiboard project

This MR adds the design to compile the vcu128 firmware for bmtf stubs scouting into the multiboard framework.

Note that few files inside components needed to be updated and "generalized" in order to avoid a duplication of the file just for the vcu128.
