SPI-2432: split dockerfiles into core and build pieces

core pieces without the SPI specific settings, they only install what should be needed to run on top of lcg views

remove some libraries from aarch64 installations that shouldn't be there, or shouldn't be needed

I don't understand why we need systemd in the containers...
