[SPI-2036] new layer for ATLAS 101_ATLAS_7

Dmitri Konstantinov requested to merge 101_ATLAS_7 into LCG_101-patches

The layer 101_ATLAS_7 is based on LCG_101_ATLAS_6. On top of it includes:

  • boto3, botocore, jmespath, s3transfer, protobuf
  • patched version of OpenLoops, SPI-2027
