SPI-2318: new ATLAS layers - 102b_ATLAS_15 and 102b_ATLAS_16

This merge request addresses the ATLAS request for two new layers of 102b (102b_ATLAS_15 and 102b_ATLAS_16), as detailed in JIRA ticket SPI-2318. These layers include Pythia8-309 and SuperChic-4.2p1 (4.2 updated with ATLAS patches).
