Build always Release build for new tbb

Dmitri Konstantinov requested to merge build-tbb-release-in-debug into master

Temporarily setting the build type to 'Release' for all platforms. This is necessary because the 'Debug' version of TBB uses different library suffixes, which are not recognized by ROOT during its configuration.
