SPI-2402 Add ATLAS layers for 102b: LCG_102b_ATLAS_27 and 28

Address ATLAS request specified in SPI-2402:

  • Update contur version to 2.4.4 in 102b_ATLAS_27/28
  • Add Python packages necessary for contur
  • Add new patch for madgraph-3.5.0 and add it ad 3.5.0.atlas2 in 102b_ATLAS_27/28
  • Downgrade Pythia8 to pythia8-308
