SPI-2589: Update several Python packages to work with gcc14.

This merge request updates several python packages necessary for the gcc14. The following changes have been made:

  • scikitlearn: Updated from 1.2.2 to 1.5.1
  • cython: Updated from 3.0.8 to 3.0.10
  • scipy: Updated from 1.11.4 to 1.14.0
  • contur: Updated from 2.4.3 to 2.5.1
